Preheat oven to 350°F (175°C).

Brown ground beef in a skillet and drain excess fat. Add onion and garlic and cook until softened. Stir in chili powder and cumin.

In a separate saucepan, whisk together flour and beef broth. Cook over medium heat until thickened, creating a chili gravy.

Lightly fry the tortillas to soften them.
